AGREEMENTS/CONTRACTS

9. APPROVAL OF USE AND BAILMENT AGREEMENT BETWEEN RATIONAL COOKING SYSTEMS, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The School Board offers to enrolled students a Culinary Arts program and Rational Cooking Systems, Inc. has equipment for use and demonstration in the Culinary Arts program at Suncoast Technical College.  The School Board desires to provide to its Culinary Arts personnel and students use of said equipment and Rational Cooking Systems, Inc. has agreed to demonstrate and make this equipment available to School Board for such purposes.


Recommendation
That the Use and Bailment Agreement between Rational Cooking Systems, Inc. and The School Board of Sarasota County, Florida be approved as presented.

10. APPROVAL OF AGREEMENT BETWEEN THE LITERACY COUNCIL OF SARASOTA, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA BY AND THROUGH THE SUNCOAST TECHNICAL COLLEGE
Description
The School Board of Sarasota County, Florida, by and through its Suncoast Technical College (STC), provides adult educational services in Sarasota County and the Literacy Council has agreed to provide tutoring services for adult students at the STC Newtown campus.


Recommendation
That the Agreement between the Literacy Council of Sarasota, Inc. and the School Board of Sarasota County, Florida by and through the Suncoast Technical College be approved as presented.

11. APPROVAL TO TERMINATE THE CONTRACT BETWEEN POSITIVE BEHAVIOR INTERVENTIONS, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA DATED JULY 1, 2014
Description

The contract gives either party the right to terminate the contract, without cause, upon thirty (30) days written notice to the other party.  The notice to terminate was sent April 3, 2015.



Recommendation
That the School Board approve and ratify the notice of April 3, 2015, terminating the School Board's contract with Positive Behavior Intervention, Inc., dated July 1, 2014.

12. APPROVAL OF AGREEMENTS BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND THE SKY FAMILY YMCA TO PROVIDE CHILD CARE SERVICES
Description

The Sky Family YMCA agrees to provide child care services in conformance with 65C-22, Florida Administrative Code "Child Care Standards" at Laurel Nokomis school.



Recommendation
That the agreement with Sky Family YMCA to provide child care services at Laurel Nokomis school be approved as presented.

GRANTS

13. APPROVAL OF THE STEMSMART IN MIDDLE SCHOOL GRANT APPLICATION TO THE GULF COAST COMMUNITY FOUNDATION FOR MIDDLE SCHOOLS
Description
NON-COMPETITIVE: Grant funds of $150,000 will support STEMsmart programs in district middle schools by providing instructional resources and professional development.

Recommendation
That STEMsmart in Middle School be approved.

14. APPROVAL OF THE ADULT EDUCATION AND FAMILY LITERACY GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION
Description
CONTINUATION: Grant funds of $325,311 will support classroom instruction to help adults develop basic literacy skills and prepare for the GED.

Recommendation
That the Adult Education and Family Literacy grant application be approved.

15. APPROVAL OF THE ENGLISH LITERACY/CIVICS GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION
Description
CONTINUATION: Grant funds of $62,722 will provide English for Speakers of Other Languages (ESOL) instructional services throughout the county and infuse civics education into adult ESOL courses.

Recommendation
That the English Literacy/Civics Education grant application be approved.

16. APPROVAL OF THE TITLE X: SUPPORTING HOMELESS STUDENTS GRANT PROPOSAL FOR 2015-18 TO THE FLORIDA DEPARTMENT OF EDUCATION
Description
COMPETITIVE: Grant funds of $240,000 over three years will provide YMCA case managers to serve as "Homeless Liaisons" between the School Board, community agencies/shelters and targeted homeless children and their families.

Recommendation
That the Title X: Supporting Homeless Students grant proposal be approved.

FIELD TRIPS

17. APPROVAL OF THE FIELD TRIP FOR VENICE HIGH VARSITY GIRLS GOLF TEAM TO ATTEND GOLF INVITATIONAL IN SCOTTSDALE, ARIZONA ON SEPTEMBER 2-7, 2015.
Description

Student athletes will tour colleges and also meet with athletic directors who will explain benefits of playing college sports.



Recommendation
That the field trip for Venice High Varsity Girls Golf Team to attend the Golf Invitational in Scottsdale, Arizona on September 2-7, 2015 be approved as presented.

18. APPROVAL OF A FIELD TRIP FOR A NORTH PORT HIGH STUDENT TO ATTEND THE SPEECH AND DEBATE NATIONAL TOURNAMENT IN DALLAS, TEXAS ON JUNE 14-20, 2015.
Description

Student has competed all year and as a result has won the right to compete at the national level.



Recommendation
That the field trip for a North Port High Student to attend the Speech and Debate National Tournament in Dallas, Texas on June 14-20, 2015 be approved as presented.

19. APPROVAL OF MCINTOSH MIDDLE SCHOOL FIELD TRIP TO EAST LANSING, MI
Description
Six students will be competing against other countries on the world stage for Odyssey of the Mind, May 19-24, 2015, at Michigan State University in East Landing, MI.

Recommendation

That McIntosh Middle School's field trip to East Lansing, MI, on May 19-24, 2015, be approved.



20. APPROVAL OF SARASOTA MIDDLE FIELD TRIP TO DALLAS, TX ON JUNE 28 -JULY 2, 2015
Description
Students will compete nationally in events that are based on the State Standards for Career and Technical Education at the TSA National Conference in Dallas, TX, June 28-July 2, 2015.

Recommendation

That Sarasota Middle School's field trip to Dallas, TX, on June 28 - July 2, 2015 be approved.



EXPULSIONS

21. APPROVAL OF EXPULSION CASE NO 15-086
Description

The student listed in Expulsion Case No 15-086, is in violation of an accepted settlement agreement for Alternative School Placement due to non-attendance. On October 1, 2014 the student violated School Board Policy 5.32 Threat &/or Harassment of a School Board Employee. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until June 1, 2015.



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No 15-086, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until June 1, 2015.

22. APPROVAL OF EXPULSION CASE NO 15-318
Description
The student listed in Expulsion Case No 15-318, is in violation of an accepted settlement agreement for Alternative School Placement due to parent &/or student refusal to enroll. On February 27, 2015 the student violated School Board Policy 5.32 Use &/or Possession of Marijuana on School Campus. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until January 15, 2016.

Recommendation

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No 15-318, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until January 15, 2016.

23. APPROVAL OF EXPULSION CASE NO 15-154
Description
The student listed in Expulsion Case No 15-154, is in violation of an accepted settlement agreement for Alternative School Placement due to Repetitive Disobedience, Open Defiance, & Insubordination. On October 3, 2014 the student violated School Board Policy 5.32 Repetitive Disobedience, Open Defiance, & Insubordination. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until June 6, 2016.

Recommendation

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No 15-154, to expel the student referenced therein from Sarasota County Schools, be approved effective immediately until June 6, 2016.

24. APPROVAL OF EXPULSION CASE NO 15-204
Description
The student listed in Expulsion Case No 15-204, is in violation of an accepted settlement agreement for Alternative School Placement due to Positive Drug Test and Leaving Campus without Permission. On December 10, 2014 the student violated School Board Policy 5.32 Possession of Drug Paraphernalia on School Campus. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until January 4, 2016.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No 15-204, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until January 4, 2016.

25. APPROVAL OF EXPULSION CASE NO 15-276
Description

The student listed in Expulsion Case No 15-276, is in violation of an accepted settlement agreement for Alternative School Placement due to refusal to attend. On February 10, 2015 the student violated School Board Policy 5.32 Possession of Drugs &/or Paraphernalia on school campus. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until June 4, 2016.



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No 15-276, to expel the student referenced therein from the Sarasota County Schools, be approved immediately until June 4, 2016.

MATERIALS MANAGEMENT

26. APPROVAL TO PURCHASE OFFICE AND CLASSROOM FURNITURE ON STATE CONTRACT
Description
The Materials Management Department requests permission to purchase office and classroom furniture from The Hon Company on the State of Florida Furniture Contract #425-001-12-1.   Consolidating purchases under this agreement will result in discounts ranging from 59.7% to 74.0%.  The funds for these purchases are contained in the capital budgets for new construction and individual cost center budgets.

Recommendation
That the purchase of furniture from The Hon Company, in an amount not to exceed $500,000.00, be approved as presented.

27. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodian of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.   

Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved.

28. APPROVAL TO AWARD BID #15-0124 FOR AUTOMOTIVE/LIGHT TRUCK REPAIR PARTS
Description
Bids to provide 'Automotive/Light Truck Repair Parts' were received from seven vendors on March 10, 2015.  The bids of Fleet Acquisitions, LLC dba Fleet Products, Fleet Pride, Inc., The Parts House, Uni-Select USA, Inc., and Vehicle Maintenance Program were the best low bids meeting the advertised specifications.  Reasons for not selecting the apparent low bid are included with the bid tabulation.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the operating budget allocated to the Transportation Department.

Recommendation

That the bids of Fleet Acquisitions, LLC dba Fleet Products, Fleet Pride, Inc., The Parts House, Uni-Select USA, Inc., and Vehicle Maintenance Program, to provide 'Automotive/Light Truck Repair Parts' in an amount not to exceed $125,000.00, be approved as presented.

29. APPROVAL TO AWARD BID #15-0137 FOR MOVING SERVICES FOR RELOCATABLE BUILDINGS
Description
Bids to provide 'Moving Services for Relocatable Buildings' were received from five vendors on April 14, 2015.  The bid of R. E. Johnson & Son, Inc., was the best low bid meeting the advertised specifications based on a sealed scenario.  This bid is for a period of one year with the option to renew for two additional one-year periods. The funds for these purchases are contained in the transfer from capital budget allocated to the Construction Department.

Recommendation
That the bid of R. E. Johnson & Son, Inc., to provide 'Moving Services for Relocatable Buildings' in an amount not to exceed $225,000.00, be approved as presented.

30. APPROVAL AND/OR RATIFICATION OF FACILITIES SERVICES' CHANGE ORDERS
Description
The Facilities Services' change orders are summarized on the enclosure for ease of review.  These change orders collectively total a decrease of $88,413.35 in gross contract dollars.

CONSTRUCTION

31. APPROVAL OF AMENDMENT #1 TO ARCHITECT'S CONTRACT FOR THE PINE VIEW SCHOOL HVAC AND INTERIOR RENOVATION PROJECT
Description
The scope of work for this amendment is to provide additional architectural, mechanical and electrical design services to modify the design documents to provide upgrades to security upgrades, building modifications, life safety upgrades, fire alarm and exterior LED lighting.

Recommendation
That Amendment #1 to the Agreement dated September 2, 2014, with Seibert Architects PA for the Pine View School HVAC and Interior Renovation project be approved as presented.

Description

The Construction Services' Change Order is summarized on the enclosure for ease of review.  This change order total a decrease of ($176,279.14) in gross contract dollars.

This change order is ($176,279.14) credit for a Direct Material Purchase; the corresponding Direct Material Purchase Order of ($166,253.91) result a net of $10,025.23 in tax savings.

FINANCE

33. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL REPORTS FOR THE MONTH ENDING MARCH 31, 2015
Description
The Superintendent's Financial Statements for the month ending March 31, 2015 does not reflect any unexpected trends for the third quarter of the 2014-2015 fiscal year.  Expenditures are anticipated to exceed revenues at year end in the General Fund because of the use of unassigned fund balance included in the adopted budget.

Recommendation
That the Board approve the Superintendent's Financial Statements for the month ending March 31, 2015 as presented.
